Ismail Abdullahi Elmi is currently both the Head of the OCVP Garowe Office in Puntland as well as its Research Coordinator. Having completed studies at the Faculty of Shari’ah Law at the International University of Africa in Khartoum, a Master of Comparative Laws at the International Islamic University in Malaysia as well as a Diploma of Business Administration from the al-Neelain University in Sudan, Mr. Ismail been a teacher and lecturer since 2001 including at the University of East Africa (Garowe Campus) where he has also served as the Dean of the Faculty of Shari’ah and worked in the university’s Administration and Finance office. In addition to these roles Mr. Ismail is also currently the National Consultant for the Ministry of Justice, Religious Affairs and Rehabilitation of Puntland (MoJRAR) in its Alternative Dispute Resolution Project (ADR) that is sponsored by the UNDP. During his academic career Mr. Ismail has developed a tremendous passion in the field of Law and Legal development in Somalia that has led not only to the publication of papers but also a keen interest to pursue a PhD in Law.

Mr. Abdulkadir has a Master’s Degree in economics, and a Bachelor’s Degree in electric-electronic engineering with over 30 years of experience in both disciplines. He was one of the founders of PDRC in Garowe and served between 2001 and 2005 as a researcher and consequently as a research coordinator/deputy director.
