Berbera District Conflict and Security Assessment Report - 2015

altThe results from the assessment indicate that Berbera had overcome many of its past challenges resulting from warfare in the decades leading up to and during the Somaliland Civil War. The city played an important role in the country’s revenue collection with its port serving as the main gateway for imports and exports.  There was also evidence of a stable local government structure, with a Local Council made up of elected representatives.  The Council actively leads community development, with the aid of elders, other community representatives and development partners.  However, the Council faced a number of challenges, including a strong reliance on the central government for delivery of services within its jurisdiction.
